Policy networks and the transformation of secondary eucation through ICTs in Africa: The prospects and challenges of the NEPAD e-Schools initiative

Abstract
Using the policy network theoretical framework, this paper examines the prospects and challenges of the New Partnership for Africa’s Development (NEPAD) e-schools initiative. The secondary education system is the most strategic education sector and unfortunately the least developed and the least available in Africa. This sector of education is faced with the twin challenges of limited access and low quality. The e-schools initiative aims to tackle the problems of secondary education in Africa through the application of information and communication technologies (ICTs) in teaching and learning. The objective is to expand access to and improve the quality of secondary education in the region.
